I NEED TO KNOW WHICH PROGRAM IS BEST!

So, I'm planning on buying a new art program, and I need to know which one is

A) Easiest
B) Cheapest
and/or
C) Works the best (i.e: produces best colour, and yes, I know it's mainly on how good MY OWN art is, but I just want an opinion, what works best for people)

Here are some I've heard about, but if you know of some really good other ones, that would be awesome!

1) Manga Studio Ex or Debut (or 3.0)
2) Adobe Photoshop 7.0
3) Adobe Photoshop CS2 ( or CS3)
3) Comic Life
4) SAI
5) Painter Classic
6) Open Canvas
